In a recent announcement, Major League Soccer (MLS) revealed its plans to implement a series of rule changes for the upcoming 2024 season. Among these changes are two significant adjustments aimed at minimizing stoppages in play. The first of these is the introduction of an off-field treatment rule, emphasizing player safety.
Under the new off-field treatment rule, any player who remains down with a suspected injury for at least 15 seconds will be required to be removed from the field by a medical crew. They must then receive treatment on the sideline for a minimum of two minutes. Exceptions to the two-minute requirement will be made in cases where the injuries result from fouls that earn yellow or red cards.
MLS conducted trials of the off-field treatment rule in its developmental league, MLS Next Pro, for a season and a half. The league reported a significant decrease in stoppages, with the average number dropping from six per match to just 1.22. This improvement indicates that the implementation of the rule at the professional level will promote a more fluid and uninterrupted style of play.
In addition to the off-field treatment rule, MLS has also introduced a timed substitution rule. This rule aims to expedite the substitution process and minimize time wasted during player transitions, helping to maintain the game’s momentum.
Under the timed substitution rule, players being replaced must exit the playing field within 10 seconds. Failure to comply with this time limit will result in their replacement having to wait an additional minute and enter the game only at the next stoppage. It is important to note that this rule does not apply to goalkeepers or injury substitutes.
MLS Next Pro served as a testing ground for the timed substitution rule during the 2023 season. Out of over 3,200 substitutions made, only 10 instances violated the allotted time requirement, leading to a one-minute penalty. This statistic demonstrates that the majority of players successfully adhered to the rule, further suggesting that it will be well-received and effectively implemented league-wide.
While the off-field treatment and timed substitution rules mark the most significant changes for the 2024 season, MLS has also made minor adjustments to its roster guidelines. These adjustments, though less impactful, contribute to the continual improvement and refinement of the league’s operations.
One such adjustment reduces the number of players on discovery lists from seven to five. Discovery lists allow MLS teams to claim rights to players outside the league if they choose to join MLS in the future. This change streamlines the process and ensures that teams prioritize their selections more effectively.
Furthermore, transfer fees acquired from designated player transfers or loans can now be used as general allocation money. This alteration enhances teams’ flexibility in managing their roster budgets and brings greater efficiency to player transactions.
Lastly, the qualification for domestic player status now requires residency to be established or the player to have undergone an immigrant visa interview by the opening of the Secondary Transfer Window. This modification aims to better align the determination of domestic status with legal immigration procedures, ensuring fairness and clarity in player classification.
Despite speculation regarding potential steps to enhance competitiveness with Liga MX, MLS Commissioner Don Garber quelled those expectations in a recent address. However, he hinted at future changes that may streamline rules and provide more freedom for clubs, suggesting a greater international focus for the league.
Garber expressed his belief that as MLS expands its fan base, many of whom come from soccer-loving nations with fewer restrictions, the league will seek to align itself more closely with international standards. Streamlining rules will allow MLS to compete effectively on a global scale and further elevate its reputation as a premier soccer league.
